Background of the study
Foreign donor agencies have increasingly played a significant role in shaping political governance at the local level. In Epe Local Government Area, Lagos State, the interventions of international donors are often aimed at promoting democratic reforms, enhancing administrative capacities, and supporting development projects. These agencies, by providing financial aid, technical expertise, and policy advice, are believed to influence local governance practices and political accountability (Balogun, 2023). However, their involvement also raises questions regarding national sovereignty and the potential for external agendas to override local priorities (Adekunle, 2024). This study investigates the multifaceted impact of foreign donor agencies on local political governance in Epe. It explores how donor initiatives align with or diverge from the community’s political and social needs, and whether these interventions contribute to sustainable democratic practices. Through a combination of policy analysis, interviews with local government officials, and case studies of donor projects, the research provides a comprehensive understanding of donor influence (Olawale, 2025). By examining both positive outcomes and unintended consequences, the study aims to present a balanced view of the role of foreign donors in enhancing or undermining local political structures and accountability.

Statement of the problem
The involvement of foreign donor agencies in Epe Local Government Area has generated controversy regarding their impact on local political governance. While donors claim to support democratic development and effective governance, concerns persist that their interventions may inadvertently promote dependency and disrupt local political processes. There is a notable gap in understanding how these external influences affect the autonomy of local political institutions and whether they address the actual needs of the community. Conflicts between donor-driven projects and indigenous priorities have led to misaligned policies and resource allocation challenges (Fashola, 2023). This study seeks to clarify the extent and nature of donor influence on local governance, providing empirical evidence to guide future engagement strategies (Adeniran, 2024).

Objectives of the study:

  1. To assess the role of foreign donor agencies in shaping local political governance in Epe.

  2. To identify the benefits and drawbacks of donor interventions in the local political context.

  3. To propose guidelines for aligning donor initiatives with local priorities.

Research questions:

  1. How do foreign donor agencies influence political governance in Epe?

  2. What are the positive and negative impacts of donor interventions on local administration?

  3. How can donor policies be better aligned with local needs?

Research Hypotheses:

  1. Foreign donor agencies significantly affect local governance practices.

  2. Donor interventions result in both positive developmental outcomes and governance challenges.

  3. Improved alignment between donor projects and local priorities enhances political accountability.

Significance of the study
This study is significant as it investigates the critical role of foreign donor agencies in local political governance in Epe. Its findings will help local policymakers understand the multifaceted effects of external interventions and develop strategies that maximize benefits while mitigating adverse impacts. The research contributes to the broader debate on the balance between foreign assistance and local autonomy, offering insights that are relevant for both donors and government officials (Omoniyi, 2023).

Scope and limitations of the study:
The study is limited to evaluating the influence of foreign donor agencies on local political governance within Epe Local Government Area, Lagos State, and does not extend its analysis to other regions.
